The quality of anything is obtain with a rigorous steps of inspections from start to finish but somehow your project will not get that level of attentiveness unless you paid for it, City and Deputy inspectors make sure that the work comply with the structural and codes but quality is not a part of it unless it is very grossly done, once the walls are closing everything will be hidden and forgotten and the defects will rise later on as you already moved in and good luck on getting your contractor back to rectify and even then you will have settle down for something lower, a third entity not affiliated with he contractor should be your advocate to make sure you get what you pay for. Deputy Inspections
The special inspections as required as per the Engineer to report that all structural aspects of the job are done as in the slightest details as per plan to insure a sound and safe construction, The Deputy inspector should be solely hired by the client and not by the contractor to insure that inspection are done properly with no conflict of interest, having a good and qualify contractor minimize mistakes therefor minimize inspections and save you money. We can’t emphasize more that the Deputy should be hire and pay by the client.
Suppliers
A lot of control is lost when the contractor is fully in charge of getting all the finishes for the project and you should know what cost what, often the client doesn't get the discounted price of the contractor, or quantity are sometimes excessive for the project, miss conception of the material being installed,
